In 1971, Hearing and Speech Action and Work with the Deaf became an official program of Lions Clubs International.
The mission statement of the program is:
To demonstrate concern and respect for the dignity and independence of people who have hearing or speech challenges, with the goal of improving their quality of life.
The district governor appoints a Lion to serve as district Hearing and Speech Action and Work with the Deaf chairperson.
This Lion should be familiar with:
District chairpersons are responsible for project planning
- Begin by setting goals. Evaluate the effectiveness of current club-level and district-level hearing and speech projects. Outline an overall district plan. Include procedures required for fulfilling the plan. Submit the plan to the district governor for approval.
- Communicate these goals and project ideas to club chairpersons through: an open letter on the district Web site; an open letter in the district governor's newsletter; e-mails, personal letters, telephone calls or personal visits.
- Incorporate new project ideas contributed by clubs. Do not duplicate local, regional or national programs. Work with local healthcare professionals to provide the most appropriate service to the community.
- Arrange hearing and speech seminars and workshops for club chairpersons. Invite health care professionals such as otolaryngologists, audiologists, speech-language pathologists, or local hearing and speech center professionals to present information. Seminars and workshops often help motivate clubs to participate in hearing and speech projects.
- Report activities to the district cabinet and to the local media through communications with the district public relations chairperson. Hearing chairpersons are encouraged to submit reports and photographs of successful hearing projects to:

Resources for Hearing Chairpersons
Chairpersons are encourage to use the Internet as an international resource which provides continually updated information about deafness and hearing impairments.
Many Web sites feature detailed information about new products and new medical techniques. There are also animated Web sites which demonstrate sign language. Chat rooms are available for parents of children who are deaf or hearing impaired.
The World Health Organization (WHO) as well as national departments or ministries of health can provide resource materials concerning deafness and hearing impairments.

District Hearing Chairperson Award
The award certificate and criteria are mailed to district governors. At the end of the year, the district governor presents the award to the district hearing chairperson in the district who has successfully:
- Motivated at least 50% of clubs in the district to participate in the Hearing & Speech Action and Work with the Deaf Program;
- Started a new project to enhance the District Hearing Program;
- Increased awareness of the Lions Hearing Program within the district;
- Submitted a detailed report of club participation within the district to the district governor by June 30th.
